Abstract
This article analyzes the content, legal framework and practical mechanisms of the system of social services for persons with disabilities. Also covered are the types of social services, the role of the public and non-governmental sector, rehabilitation processes and inclusive policy issues. Within the framework of the article, proposals and recommendations have been developed to ensure the full-fledged participation of persons with disabilities in society.
