This article analyzes the formation and gradual development of the science of issuing fatwas, which is an important part of Islamic jurisprudence. It explains the lexical and terminological meanings of the concept of “fatwa” and highlights its role in religious and legal life. The study also examines the historical development of fatwa issuing from the time of the Prophet Muhammad s.a.v. to the periods of the Companions, the Tabiun, and later Islamic legal schools.
