ASSESSMENT OF YOUTH SOCIAL ACTIVITY: FROM REACH TO RESULTS

Abstract
The article draws attention to the limitations of reach indicators used to assess youth social activity and proposes an outcome-based criterion instead, namely, the share of digital actions that have been transformed into real actions. An electronic survey conducted by the author among 1,201 respondents aged 14–30 showed that young people have achieved universal access to digital devices and network connectivity. Nevertheless, the share of actual, outcome-oriented actions does not exceed one-fifth, while the proportion of respondents who expressed their willingness to participate in a real-life event is four times higher. This gap is interpreted as a gap between intention and action, and a four-element institutional mechanism for overcoming this gap is substantiated.
