DAVLAT-XUSUSIY SHERIKLIK ASOSIDAGI IJTIMOIY LOYIHALARDA XALQARO GRANTLARDAN FOYDALANISH SAMARADORLIGINI OSHIRISH YO‘LLARI
Abstract
Bugungi sharoitda ijtimoiy loyihalarni moliyalashtirish masalasi davlat siyosatining eng muhim yo‘nalishlaridan biri hisoblanadi. Aholining sifatli ta’lim, tibbiyot, ichimlik suvi, ijtimoiy uy-joy, reabilitatsiya, bandlik va ijtimoiy himoya xizmatlariga bo‘lgan ehtiyoji ortib borar ekan, davlat budjeti imkoniyatlari har doim ham barcha talablarni to‘liq qoplashga yetmaydi. Shu sababli davlat-xususiy sheriklik modeli ijtimoiy infratuzilmani rivojlantirishda qo‘shimcha moliyaviy, boshqaruv va texnologik resurslarni jalb qilish vositasi sifatida namoyon bo‘lmoqda. So‘nggi ilmiy izlanishlarda DXSh modeli nafaqat infratuzilma qurilishi, balki aholiga ko‘rsatiladigan xizmatlar sifatini oshirish, innovatsiyalarni joriy etish va uzoq muddatli natijadorlikni ta’minlash omili sifatida baholanadi (Budnyk va boshq., 2024; Zatonatska va boshq., 2023).
