ПРАВОВОЕ РЕГУЛИРОВАНИЕ ОХРАНЫ АТМОСФЕРНОГО ВОЗДУХА В РЕСПУБЛИКЕ УЗБЕКИСТАН: ПРОБЛЕМЫ И ПУТИ СОВЕРШЕНСТВОВАНИЯ

Аннотация
в статье анализируется правовое регулирование охраны атмосферного воздуха в Республике Узбекистан, раскрываются его теоретико-правовые основы и значение для обеспечения экологической безопасности и права граждан на благоприятную окружающую среду. Рассматривается действующая нормативно-правовая база — конституционные положения, отраслевое законодательство и подзаконные акты. Выявляются ключевые проблемы: правовые пробелы, недостаточная эффективность экологического контроля, несовершенство правоприменительной практики и слабый превентивный эффект ответственности. На основе сравнительно-правового анализа законодательства стран СНГ предлагаются направления совершенствования регулирования.
