This article analyzes the essence of the Senate, the upper house of parliament, as a socio-cultural phenomenon, its place in the system of state administration, its functional role in the life of society, and its transformation processes in the conditions of modern development. The study highlights the functions of the Senate in lawmaking, representation, control, ensuring social stability, and preserving cultural heritage, and highlights the features of their manifestation in the life of modern society. Also, the Senate's cooperation with civil society institutions, its role in international interparliamentary relations, and its importance in implementing democratic reforms are scientifically described. The article can serve as a theoretical source for scientific research in the fields of political science, law, public administration, and sociology.References
