ФОРМИРОВАНИЕ ПОНЯТИЯ КОРРУПЦИИ В ДРЕВНИХ ЦИВИЛИЗАЦИЯХ И ИСТОРИКО-ФИЛОСОФСКИЕ ОСНОВЫ АНТИКОРРУПЦИОННЫХ МЕХАНИЗМОВ

В статье анализируются исторические, философские и правовые истоки феномена коррупции в древних цивилизациях. На примере Месопотамии, Египта, Греции и Рима раскрываются ранние механизмы противодействия коррупции, основанные на принципах божественной справедливости, гражданской морали, политической и юридической ответственности. Исследование базируется на трудах Карло Альберто Бриоски, Лизы Хилл, Келлама Коновера, Ротару и др., а также на анализе Законов Хаммурапи, «Политики» Аристотеля и «De Officiis» Цицерона. Обосновывается, что борьба с коррупцией в древности носила не только правовой, но и нравственно-социальный характер.
