The study examined preferential loans allocated by commercial banks, targeted support mechanisms implemented based on the “mahalla seven” system, and financial instruments aimed at developing small business and family entrepreneurship. The quality of the loan portfolio, the share of non-performing loans, and their impact on economic stability were also assessed based on statistical data. As a result of the analysis, the strategic importance of financial and credit mechanisms in the process of poverty reduction and employment growth was substantiated, and practical directions aimed at increasing their effectiveness were identified.
