Public Offer
This document applies to all scholarly journals and conference proceedings published by Innovative Academy RSC, including this publication.
Innovative Academy RSC (the Publisher), represented by Director Akbarov Nurislom Akhtamjon ugli acting under the Charter, offers this document to any natural or legal person (the Author) as a public offer to conclude a contract for services relating to the publication of a scholarly work.
1. Definitions
- Work: a research article or other material submitted by the Author for publication.
- Offer: this document, the Publisher's proposal to conclude a contract.
- Acceptance: full and unconditional acceptance of the terms of the Offer.
- Metadata: bibliographic information about the Work (authors, title, abstract, keywords, affiliation, ORCID, DOI).
- DOI: the persistent digital identifier assigned to the Work.
2. Subject of the Offer
2.1. The Publisher undertakes to carry out editorial assessment, peer review, typesetting and publication of the Work in a Publisher's title, to register a DOI through Zenodo (DataCite) and to deposit the metadata with indexing services; the Author undertakes to pay for the services on the terms of this Offer.
2.2. The Author grants the Publisher a non-exclusive licence to publish, store and archive the Work and to distribute its metadata. Copyright remains with the Author.
2.3. The Work is published in open access under the Creative Commons Attribution 4.0 International (CC BY 4.0) licence. The Author understands and accepts that this public licence is irrevocable: once published, the rights granted to the public cannot be recalled (withdrawal of a Work is possible only through the retraction procedure, with a corresponding notice on the article page).
2.4. The Author warrants that they hold the exclusive rights to the Work, that the Work has not been published previously, that no third-party rights are infringed and that all co-authors consent to publication. The Author bears liability for third-party claims arising from a breach of this warranty.
3. Provision of services
3.1. The Author submits the manuscript through the website or the editorial office's official channels.
3.2. The manuscript undergoes initial screening, plagiarism screening (originality of at least 70%) and double-blind peer review in accordance with the Editorial Policy.
3.3. Once a manuscript is accepted, the Publisher sends payment details solely from info@in-academy.uz. The Publisher does not publish bank details on the website and bears no liability for payments made to details obtained from other sources.
3.4. After payment is confirmed, the Work is placed in the next issue, assigned a DOI and published. The Author receives the final PDF and a publication confirmation.
4. Payment terms
4.1. Submission, initial screening and peer review are free of charge.
4.2. The publication service fee is 300,000 (three hundred thousand) UZS and is payable only after the Work has been accepted for publication. Payment-system commission is borne by the Author.
4.3. The current price is published on the Financial Policy page. A change of price does not affect Works already accepted and invoiced.
5. Refunds
5.1. No fee is charged before acceptance, so no refund can arise at that stage.
5.2. If payment has been made but the Work is not published through the Publisher's fault, the payment is refunded in full.
5.3. If the Author withdraws the Work after payment but before publication, the payment is refunded less the value of services actually rendered; the volume of services rendered is evidenced by editorial records.
5.4. After the Work has been published and a DOI assigned, no refund is made: at that point the service has been rendered in full, and the DOI and the open licence are irrevocable.
5.5. Refund requests are sent to info@in-academy.uz and answered within 10 working days. Payment-system commission is not refundable.
6. Acceptance
6.1. The Offer is deemed accepted where the Author, when submitting the manuscript, ticks the box "I have read and accept the terms of the Public Offer" and sends the manuscript. The moment of acceptance is recorded in the system.
6.2. From the moment of acceptance this Offer takes effect as a contract between the Parties.
7. Liability
7.1. The Parties are liable for non-performance or improper performance of their obligations in accordance with the legislation of the Republic of Uzbekistan.
7.2. The Publisher is not liable for decisions of third parties, indexing and aggregation services, including the removal of a title from such a service.
7.3. The Publisher is not liable for the accuracy of information supplied by the Author.
8. Force majeure
The Parties are released from liability for non-performance caused by force majeure (natural disasters, hostilities, acts of public authorities, prolonged failures of telecommunications networks or power supply). Performance resumes once such circumstances cease.
9. Term and amendment of the Offer
9.1. The Offer is in force from the moment it is posted on the website until it is withdrawn.
9.2. The Publisher may amend the Offer; amendments take effect from publication and do not affect contracts already concluded.
9.3. If the Offer is withdrawn, services already paid for are rendered in full.
10. Disputes and governing law
10.1. A mandatory pre-trial claim procedure applies: a claim is sent to info@in-academy.uz and answered within 10 working days.
10.2. Failing agreement, the dispute is heard by the courts of the Republic of Uzbekistan under the law of the Republic of Uzbekistan.
11. Final provisions
11.1. Language. The Offer is published in Uzbek, Russian and English. In the event of any discrepancy, the Uzbek text prevails.
11.2. Severability. If any provision of the Offer is held invalid, the remaining provisions continue in force.
11.3. Personal data is processed in accordance with the Personal Data Processing Policy.
