This article provides a profound scientific and theoretical analysis of the legal nature of state administration in the transport sector under the conditions of globalization, digital transformation, and ecological challenges. The study reveals the hybrid (public-private) legal status of Public-Private Partnership (PPP) institutions and the imperative norms of "green" transport and decarbonization policies against the backdrop of climate change. It analyzes mechanisms for resolving conflicts between international transport conventions and national legislation, as well as the implementation of artificial intelligence, smart contracts, and electronic document management (e-CMR). In conclusion, conceptual proposals are developed for creating a flexible and digitized transport-logistics legislative framework to enhance Uzbekistan's transit potential.Downloads
