Abstract

This study analyzes the dynamics of economic development and institutional foundations of special economic zones in Uzbekistan. The research examines the role of these zones in attracting foreign investment, promoting export-oriented production, and improving the national business environment. The study highlights the legal and organizational reforms implemented to enhance the effectiveness of special economic zones, as well as their contribution to regional industrial development. Statistical data indicate a significant increase in the number of enterprises operating in these zones and their growing role in job creation and investment attraction. The paper also evaluates the institutional management mechanisms of special economic zones, including administrative councils and directorates, and identifies existing challenges related to coordination and information exchange. Particular attention is given to the improvement of legal frameworks and the introduction of modern regulatory approaches, including elements of international legal systems to increase investor confidence. The results show that strengthening governance mechanisms, improving infrastructure, and ensuring stable legal conditions can further enhance the effectiveness of special economic zones and contribute to sustainable economic growth in Uzbekistan.
