Shahar jamoat transporti tizimi barqaror iqtisodiy rivojlanish, mehnat bozorining harakatchanligi va aholining ijtimoiy farovonligini ta’minlovchi strategik infratuzilma hisoblanadi. Amaldagi “tushum reja” (net-contract) modeli sharoitida tashuvchilar daromadni yo‘lovchi tushumiga bog‘lab olgani sababli, asosiy e’tibor xizmat sifati yoki marshrut qamroviga emas, balki daromadli yo‘nalishlarga qaratiladi. Natijada transport sifati pasayadi, qatnov intizomi buziladi va ijtimoiy ahamiyatga ega, biroq past rentabelli yo‘nalishlar yetarlicha qamrab olinmaydi
