Abstract
This article analyzes the theoretical, legal foundations and practical aspects of managing the transport complex. The author explores state management in the transport sector as a synergy of public and private legal instruments. The article examines vertical and horizontal management systems, conflicts of competence, and the problems of creating a competitive environment in the context of natural monopolies. Finally, the scientific necessity of unifying national legislation within the framework of the Transport Code is justified.
