RAQAMLI MAKONDA INSON HUQUQLARI VA INTERNETDAN FOYDALANISH ERKINLIGI

Abstract
Ushbu tezisda raqamli makonda inson huquqlarining taʼminlanishi va internetdan foydalanish erkinligi muammosi xalqaro huquqiy hujjatlar hamda nufuzli tahliliy tashkilotlarning soʻnggi hisobotlari asosida tahlil qilingan. Tadqiqotda BMT Inson huquqlari kengashining internet va inson huquqlariga oid rezolyutsiyalari, shuningdek Freedom House tashkilotining “Freedom on the Net 2025” yillik hisoboti maʼlumotlariga tayanilgan. Tahlil natijalari shuni koʻrsatadiki, xalqaro huquqiy asoslar mustahkamlanib borayotganiga qaramay, amaliyotda internet erkinligi global miqyosda ketma-ket oʻn beshinchi yil davomida pasaymoqda: avtoritar davlatlarda senzura va kuzatuv kuchaymoqda, demokratik davlatlarda esa onlayn ifoda erkinligiga nisbatan yangi cheklovlar paydo boʻlmoqda. Tezisda muammoning sabablari, asosiy tendensiyalari hamda ularni bartaraf etish yoʻllari boʻyicha xulosa va tavsiyalar keltirilgan.
