DEVELOPING SPEAKING COMPETENCE IN SECOND LANGUAGE LEARNING: THEORETICAL AND EMPIRICAL PERSPECTIVES

This article examines the development of speaking competence in second language learning from both theoretical and empirical perspectives. Speaking is conceptualized as a complex communicative skill that integrates linguistic knowledge, cognitive processing, and social interaction. The study aims to analyze theoretical foundations of speaking competence and to investigate pedagogical conditions that facilitate its development in educational contexts. A qualitative theoretical review is combined with an empirical classroom-based study involving university-level learners. The findings indicate that speaking competence cannot be developed through form-focused instruction alone and requires meaningful interaction, learner engagement, and supportive classroom environments. Empirical results demonstrate that students exposed to communicative and interactive speaking activities show significant improvement in fluency, confidence, and oral participation. The article argues that speaking competence is socially constructed through interaction and emphasizes the importance of reducing affective barriers such as anxiety. The study contributes to second language pedagogy by offering a comprehensive framework that integrates theory with classroom practice and provides implications for improving speaking instruction in foreign language education.

THE ROLE OF COMMUNICATIVE LANGUAGE TEACHING (CLT) IN ENHANCING SPEAKING COMPETENCE

Communicative Language Teaching (CLT) has emerged as one of the most influential approaches in language education, emphasizing interaction and communication as the core of learning. In a global context where English proficiency is increasingly essential, speaking competence has become a key focus in language classrooms. However, traditional methods of language teaching, which often prioritize grammar and written skills, may not effectively develop students’ speaking abilities. CLT shifts this focus by encouraging real-life communication and active student participation, making it a promising strategy for enhancing speaking skills. This thesis explores the role of CLT in improving students’ speaking competence, particularly in English as a Foreign Language (EFL) settings. By investigating how CLT impacts learners' fluency, confidence, and overall communicative abilities, the study aims to highlight the potential of this approach in developing competent English speakers and its implications for modern language teaching practices.

EFFECTIVE PEDAGOGICAL METHODS OF TEACHING SPEAKING

Speaking is one of the vital skills that need to be assimilated by students of English as a Foreign Language (EFL), as achievement is often limited by the ability to carry out a conversation in the target language. Teaching students to speak English may become a challenge for some EFL teachers. It is not an easy task to make students speak because the language is not commonly used in the community, and they have limited exposure to it. Teachers should expose students to the language, help them understand its meaning, understand its form (how it is constructed), and provide sufficient practice. Consequently, in order to inspire students to speak, teachers must do something different from what they usually do when teaching other skills. Teachers can create a more pleasant speaking class by implementing activities such as role-plays, discussions, and various games to promote students’ speaking ability.

INGLIZ TILIDA GAPIRISH VA YOZISH JARAYONINI BAHOLASHDA PEDAGOGIK MEXANIZMLARNI TAKOMILLASHTIRISH

Mazkur maqolada ingliz tilida gapirish va yozish ko‘nikmalarini baholashda pedagogik mexanizmlarni takomillashtirish masalasi yoritilgan. Tadqiqot O’Sullivan (2012) va Weigle (2012) tomonidan ilgari surilgan nazariy yondashuvlarga asoslanib, baholash jarayonining ishonchliligi, haqqoniyligi va amaliy samaradorligini oshirish yo’llarini tahlil qiladi. Og‘zaki nutqni baholashda topshiriq dizayni, suhbatdoshning ta’siri, test topshiruvchining shaxsiy xususiyatlari va baholovchining subyektiv yondashuvi muhim omillar sifatida ko‘rib chiqiladi. Shuningdek, topshiriqlar formatini diversifikatsiya qilish — suhbat, monolog, rolli o‘yin va guruhli muhokama shakllaridan foydalanish — nutq kompetensiyasini har tomonlama namoyon etishga xizmat qilishi ta’kidlanadi. Baholovchilarning tayyorgarligi va kalibrlash jarayonini yo‘lga qo‘yish baholashdagi izchillik va obyektivlikni kuchaytiradi. Yozma nutqni baholashda esa grammatika, so‘z boyligi va fikrni mantiqan tashkil etish o‘rtasidagi muvozanat muhim hisoblanadi. Analitik baholash shkalalari (FSI modeli) yordamida o‘quvchining individual kuchli va zaif tomonlarini aniqlash imkoniyati kengayadi. Shuningdek, baholash jarayonida adolatlilikni ta’minlash — suhbatdoshlar tarkibidagi jins va yosh balansi, sharoitlarning tengligi — testning validligi va ishonchliligini kafolatlaydi. Xulosa sifatida, og‘zaki va yozma nutqni baholashda zamonaviy pedagogik mexanizmlarni qo‘llash til o‘qitish tizimining sifatini oshirishda muhim omil sifatida e’tirof etiladi.
