Abstract
In the modern era of globalization, the rapid development of Information and Communication Technologies (ICT) has fundamentally transformed every sphere of human life. The Internet, artificial intelligence, cloud computing, and digital infrastructures have elevated economic growth, social interaction, and public administration to a new level. However, this development has simultaneously turned cyberspace into a new, complex, and highly dangerous dimension of international security. Today, cybersecurity is no longer merely a technical or economic issue; it has become a central element of interstate relations, strategic competition, and global stability.
